The Baltimore Book Festival is produced by the Baltimore Office of Promotion & The Arts, Inc. (BOPA) a 501(c)3 non-profit which serves as Baltimore City’s arts council, film office and special events agency.

BOPA produces several events including Artscape, Baltimore Farmers' Market & Bazaar, Free Fall Baltimore, Baltimore Open Studio Tour, Dr. Martin Luther King, Jr. Parade, exhibitions at School 33 Art Center, Bromo Seltzer Arts Tower Open Studio Day,  and the city's fireworks celebrations for July 4th and New Year's Eve.

In addition, BOPA manages School 33 Art Center, Top of the World Observation Level, Bromo Seltzer Arts Tower and The Cloisters.
